A crap referee will still be a crap referee after a break. Long or short. Relegating poor officials to referee games in the fucking conference wouldn't help either. If someone is consistently crap at their job there is only one possible solution. But when has that ever happened ?
FFS the bloke in charge of the referees organisation is Mike Riley. Most of us will remember him as an officious little turd who always appeared to want to be the centre of attention on the park.
