Can someone explain, in idiot proof language, why the government has rejected the idea of having 22,500 spectators at the Championship play off final at Wembley. Apparently had the Champions League final gone ahead at Wembley that number would have been allowed to attend. So why is it considered (presumably) unsafe to allow the same number to attend a different match at the same venue ?

Is this because the EFL final is not one of the games covered in the 'Pilot events' schedule. Whereas the FA cup final and Champions league are.
Those games have higher profiles so they are deemed worth the risk,hassle and logistical awkwardness. It's all part of their clever road-map where decisions are made dependant on how popular the prevailing optics are viewed.

It's because of the possibility that one of the teams in the final may be Welsh and the Welsh have a 500% greater chance of catching covid because they're Welsh.

In their wisdom they have decuded, that certain games will be part of the 'Pilots event' schedule and these events will have enhanced testing/safety protocols.
What this means: Games in the scheme are allocated 20K crowd capacity, those not covered 10K
The main difference between the two protocols, is some events will have more stewards in high-viz acting like jumped up milk monitors.
