That is indeed how it works and the targets are normally handed in before the end of the season.
Also, most things happen after the best players get back from holidays as it causes a domino effect when one player looks to move.
I suspect we will have to start the season with what we have already and look to bring in one player before the end of august. I doubt Moyes will have any firm say in the matter either way.
Not sure about that. Moyes credibility was at a low ebb when he came to our place but because of last season he would probably now be in demand again. Any manager who hopes to keep any credibility would want to know what his transfer budget was and he would also demand, not ask for but demand, the final say.
