A city can't bid without the governments support and no UK government will have the balls to go for it so soon after the last especially seeing as Paris is running the next one. Berlin, Rome and Madrid will all fancy there chances and they'll have the full support of the EU and we won't. So there is zero chance of it happening in a normal contest. We'd only win it if they needed an emergency candidate when some city bales out for political or economic reasons.
